Measuring More of the Elephant: Exploratory Case Studies of School Site Visitation
Like the fable of the blindfolded wise men trying in vain to characterize an elephant based on information gleaned from a single touch to a piece of the animal, school accountability practices make important decisions about schools with only a tiny fraction of the data that could help make this process more valid and more just. While schools in the US stand to benefit greatly from the current public emphasis on accountability for results, what our push for accountability lacks are 1) a detailed dialogue about just what schools ought to be held accountable for, and 2) trusted tools (both valid, reliable, and publicly accepted) we can use to determine how schools are performing these agreed upon functions. The presentations shares findings from two qualitative studies of school visitation in order to build the knowledge base surrounding effective site visitation processes for school accountability. This study asks the questions, “What are the characteristics of current site-visit practices used in the USA?” and “How do participants in site visits perceive their efficacy?” Findings include the challenge of defining a visit’s purpose, the existence of intended and unintended effects from a visit, the importance of visiting team make-up, and the support-evaluation tension of the visit.

Modeling Market-Based Reforms in Education
In this talk I will discuss applying the ideas and tools of complexity science to educational policy and management problems. In particular, I will present a paper that addresses the difficulties involved in evaluating the impact of choice-based reforms in education by developing a computational, agent-based model that captures the dynamic processes involved in moving from a non-market to choice-based system. Using historical data from Chicago Public Schools to estimate and set initial conditions, analysis of the model reveals how differences in capacity constraints across districts can result in uneven treatment effects across school choice programs, and suggests an approach of indexing results across contexts. Simulations also reveal how an increasing focus on school quality at the household-level can eventually lead to a less competitive structure and lower levels of district achievement – a paradoxical mismatch between micro- and macro-levels of behavior.
